We are looking for an Operations Manger to assist with the delivery of a broad range of Council Services, no two days are the same, although the position is office based, duties that will take you into the field therefore we are looking for someone who can thrive at any task at hand.

You will be expected to develop and promote the Council’ activities across its areas of operation. As this role will have exposure to the community, it is important to adhere to all policies and excel in the highest of standards.


With this role an in-depth knowledge of Health & Safety, Council Produces, Property Maintenance, Horticultural and street cleaning legislation and operation delivery will be a distinctive advantage. Part of the role will be management; you will have the ability to manage and set budgets, manage contractors, staff and have expectational communication skills.


As you can see this is a varied and challenging role but equally rewarding.



Summary of Responsibilities and Duties of the Job


  • To manage and support a team of staff in the delivery of services including Grounds Maintenance, Events, Play Inspections, Bereavement Services and Facilities Management.


  • Ensuring that a high standard of service is always delivered in accordance with the Council’s policies and procedures and that the teams meet targets through a programme of effective performance monitoring within an action-planning framework.


  • Manage Health & Safety and ensure compliance with all relevant legislation through effective Risk Management


  • To ensure appropriate training for the staff team in line with identified training needs


  • To be responsible for preparation and regular monitoring of budgets to ensure that accounts are maintained within forecasted limits


  • To obtain/provide technical advice on operational matters where necessary.


  • To ensure that all tendering for work and contract negotiations are efficiently and effectively carried out


  • To liaise with other partner organisations e.g. Cheshire West and Chester Council, Weaver Vale Housing Trust, Northwich BID, Local Town & Parish Councils & other partners


  • To effectively manage specific projects


  • To provide support to the Town Clerk/Assistant Town Clerk at Committee and Council meetings


  • To produce performance information and written reports as requested


  • To represent and positively promote the Council at all times


  • To carry out other duties commensurate with the nature of the post of Operations Manager as directed by the Town Clerk/Assistant Town Clerk
